I was going by just what I saw in Injustice 2 really.
What did he do in the first one?
Im guessing he had reasons.

Planned to level two cities full of innocents all to prove a point.
Killed Shazam for disagreeing with him.
Threatened to take the main Superman's Lois for himself against her will.

This is on top of the stuff in the comic mentioned.

Also, Suoerman's Injustice 2 ending has him imprison his cousin and mind control Batman. He's the bad ending.
