But McCain has led the charge through four presidents- (five if you count trump) to pardon this man and correct this stAin on America. Bush allegedly came closest to carrying out the pardon if I'm not mistaken which is an even deeper level of irony. He's not quitting. I hope he stays in clowngress till the job is done.
