You could basically just have the solar sitting on the top of the wall mounted at an angle (or even on trackers that will adjust the angle with the sun).

I think large sections of the border are in areas that are going to be really far from the grid. You'd need to construct a lot of new transmission to connect the solar in those areas to the grid it is likely. So I doubt this will end up happening. It would make so much more economic sense to take the money that would be spent making this a "solar wall" and then just take that and build a normal utility-scale solar project in a location that actually makes sense. Also putting the panels in more of a square-shaped rectangle is a much better formation than one that would essentially be one panel wide but a few thousand miles long.
