Doesn't proportional fines to income break the whole concept of "a punishment fitting the crime?" The whole idea of a $100 ticket is someone somewhere determined that cost as what was fair for the crime. If one person gets a $100 ticket and another person gets a $10,000 ticket for the same thing, not only does that destroy the whole "equality" thing, and brings up a question of whether the latter is cruel/unusual punishment, but we now need to consider whether that $10k ticket, in isolation, is fitting for the crime.
