Terrorism has always been a factor in cities, particularly European cities, particularly London


But yes, Tokyo has had really no terrorist attacks as

A) Japan is a rather xenophobic and insular society, arguably to a ridiculous degree

B) The culture of Japan is very strong about tradition and loyalty, again arguably to a ridiculous degree. If you look back at Japan's recent history, you'd find the last instances of terrorism occurring during the 1920s, which was when you had numerous parliamentary and paramilitary groups vying for control (one of the major groups was the ultra-nationalists who terrorized the streets and elected officials with the aim of putting people like Tojo in charge)


Sure, Japan has no terrorist attacks, but becoming a society like theirs isn't exactly desirable imo.
