Basic points: yes to combating confirmed terrorists (though explicitly through capture and re-education; this is a personal thing of mine because I'm against lethal force in all contexts), yes to diplomacy including with leaders we don't like, big no to regime change and nation building, big no to persecution and prejudice. Work towards long-term internal reforms because basically nothing else will work.
