You could make up some weird rule like, get rid of the filibuster, but 10% from the minority parties must agree (so 5 non-Republicans in the Senate) along with a majority vote. Maybe it will decrease partisanship (or increase corruption/backroom deals)

I guess it could cause the entire government to freeze, but in theory this would cause another party willing to talk to rise up.

this rule unfairly discriminates against politicians without spines, i.e. democrats
