Countries are so specialized that it is pretty much impossible to outright declare war. Instead, there is cyber-warfare and small scale wars fought in third world countries where enemies back rival factions discretely.

I'd point out that the Second Congo War (1998-2003) resulted in roughly 5 million deaths (making it the world's deadliest conflict since WWII) and drew in nine African countries, with the armed forces of Rwanda, Uganda, Zimbabwe, and Angola active in the conflict zone.

Fair enough. I was referring to global superpowers though. I wasn't saying war was impossible, just that global war between superpowers was impossible.
