No, patriarchy refers to any society where women are subordinated men. Heck, the tweet in your opening post literally points out that a jihadist targeted women. Feminists have no qualms criticizing patriarchies from other cultures. What they do have a problem is when people in the western world use their cause to spread hate, while not acknowledging that there's a patriarchy here as well.
