Call the police anyways, maybe don't mention it was your roommate but call the cops on the off-chance that your roommate will get scared and that will make future thefts less likely to occur. Second, I would lock my door at all times and add a way to record what goes on the room. If he forces himself into your room, maybe that's a violation or a crime or whatever.
