It said a staged protest had been planned for weeks. That doesn't mean they were planning for weeks

Why do you insist on outright lying?

"This was not a surprise, but rather a staged protest some students had been planning for weeks."

This isn't even an excusable mistake- you have a direct quote a few clicks away from you.

"I've been planning to go to this concert for months" doesn't mean anything more than I probably bought tickets months ago.

That's because you're taking a passive role in that case. For example, there is a difference between "I've been planning to go to this concert for months" and "I've been planning this concert for months." Just as there is a difference between "I've been planning to attend this protest for weeks" and "I've been planning this protest for weeks."
