in a word: no

as more and more data was being used on the internet, the bandwidth requirements became such that ISPs were seeking deals from companies to pay to run at full speed. netflix was the big example, but there were others too, and now many sites use bandwidth at netflix levels.

What you guys are ignoring is that, just like insurance, ISP's have to try to compete for customers. If the bill passes and one ISP decides to charge more, people will boycott that provider.
