Are they using gender as a synonym for sex?

I thought the whole thing was your sex was what junk you had and gender was what you were mentally/socially or some such shit?

I mean, I've seen some try to argue that there should be tampon dispensers in the men's room because some men menstruate. Or not all women have vaginas.
