That's actually Honey or Candy, a character from Fighting Vipers that was turned into an anthro and added as a guest character in Sonic the Fighters, but was taken out of the game late in development. However, you can add her back in with some hacks. Boobinski is an old ass made up character for a failed game that I cannot remember the name of.
