Alright, I was wrong. Chemical Plant and Hydro City are too similar. Hydro City was actually based on Chemical Plant, too. Having both of them is redundant, and since Chemical Plant is more iconic, Hydro City's gotta go.

2. Chemical Plant (from Sonic 2)
3. Ice Cap (from Sonic 3)
4. Red Mountain (from Sonic Adventure)
5. City Escape (from Sonic Adventure 2)
6. Egg Fleet (from Sonic Heroes)
7. Kingdom Valley (from Sonic 2006)
8. Arid Sands (from Sonic Unleashed)
9. Tropical Resort (from Sonic Colors)

That's what the stage list should have been.

Sure, Ice Cap's original Genesis music could neither be used nor remixed in the game due to legal issues, but the people behind the soundtrack could have just come up with original music that sounds similar to it without plagiarizing it. Lego Dimensions did so:

Let's face it, Ice Cap is undeniably one of the most iconic levels in the whole franchise. People mainly like it for the level itself; most people would have been happy to see it Generations even if the original music couldn't be used. Forget about remaking one of Ice Cap's cheap knockoffs from subsequent Sonic games; Sonic 3's Ice Cap should have been remade.

And since I've decided to include Ice Cap in my stage list, there's no need for White Acropolis. Replacing that with Kingdom Valley. Kingdom Valley is certainly one of the most iconic Sonic 2006 levels.
