It wasn't even a thing at all until just 2 years ago (so all of the history of the internet before 2015 was without any enforced net neutrality), and since 2015, there's been so many legal battles over it that it hasn't really been enforced that much. Tmobile and such are still offering blatantly anti-neutrality policies for example. Home internet isn't really doing any anti-neutrality, but that's because they have already had a monopoly for decades so they have no reason to change their business model and try promotions like Tmobile.
