1.Velvet. 2.As someone who's played the game, she doesn't really feel cold or heat anymore, and her mind is wrapped around her fixation on getting revenge, she doesn't really care about much else for the first few hours, besides, the outfit comes from whatever she could get her hands on in the prison when she escaped, so she just went with what she could find I guess.
Of course as I type this, this could all be a joke or something and here I come looking like the Super Serious guy,......
I mean, it probably is a joke but there IS a reason for her clothes. On the other hand you could just say that's an "excuse" to have her in clothes like that.
It's totally an excuse. She's had ample time, resources, opportunity, and pragmatic motivation to buy some real clothes.
It's a better excuse than the one given for Quiet. <_< ---
