Why isn't he a king if he is married to the queen?

Apparently the British monarchy prefers that the one of actual royal blood be the one in power and the king is above the queen in authority. So when Charles becomes the throne, his wife will be queen. But the queen's husband is just a prince because he can't be higher authority than her.
