One of the many things that made the original Matrix such a treat was that it was able to take complex technological and philosophical dialogue and boil it down to something that was much more palatable for the average viewer. It was also much better paced - it knew where to put the exposition, and where to put the gunfights and karate. Reloaded didn't have the benefit of either; the best action sequence is too early, and having the climax be the neverending Architect scene caused damn near everyone to tune out.

It's possible that the Wachowskis wrote themselves into a corner after the first movie - they couldn't find away to recapture the magic of the first movie and explain through dialogue all their awesome concepts without having a character drone on and on and on. I'm guessing though that they got a little full of themselves with the success of the first movie and thought the moviegoing public would eat up every ounce of dialogue and exposition they'd put out; clearly they were wrong.
