Everyone will receive stability enhancements, but only players who upgrade to Rock Band Rivals will receive future content and features, which will continue into 2017. All purchased DLC, legacy and new, will continue to be re-downloadable and playable in Rock Band 4, with or without the Rock Band Rivals expansion pack. So not only do you have to pay extra for the ability to play online (which was possible at launch with every other previous Rock Band), but you'll also be blocked out of content updates if you don't.
