I had this idea a while ago. It's called NEETopia, and it's basically the equivalent of a voluntary private prison, where NEETs check themselves in to life a life of neckbeard luxury. The federal government gives NEETopia a stipend per NEET, because the cost of housing them in this prison is lesser than the economic strain that they will cause on society at large as they continue to leech off of their parents.

Inside, the NEETs are able to live simple lives, eating instant Ramen and pop tarts for their meals, watching anime, playing PC games, and reading fantasy novels. They are tasked with simple jobs, like preparing Ramen for their cell block or answering Google surveys, allowing NEETopia to be relatively self-sustaining.
