Good old USA police officers. We have discovered dinosaurs and other remaining of foreign creatures but they can't catch this psychopath before he hurts anybody else.

The FBI is involved, and I'm sure the entirety of the Cleveland PD is looking to get this maniac off the streets. The last cell phone ping was at the scene of the murder, and it's been less than 24 hours. More than likely by the time the police got a hold of the video and identified the victim/killer, the dude could have been out of Cleveland by then. This isn't CSI, not every crime is solved or found in a day. Unless you got some secret tactics that you're holding out on, then do what every police officer and civilian should be doing right now: Keeping an eye out for white Ford Fusions and calling if you think you see him/car.
