It's a Republican idea. Made worse by Republicans. Failed to be replaced by Republicans. If it hadn't been implemented by the Democrats' Kenyan-Muslim-Communist President they'd all be rejoicing...

The problem that rich or young Republicans keep forgetting is how shitty health insurance was before the ACA. For all its faults, things are better than they used to be. Considerably so.
