South Korea's government likes having individual North Koreans come over.

They would have no possible way of dealing with North Korea's entire population suddenly being their responsibility.


South Korea cannot possibly handle the cost of reunified Korea in the short term that includes maintaining and rebuilding the entire North's infrastructure, conducting census, providing health care and education system, etc. Especially if the reunification comes through force, South Korea would be war-torn and in poor economic shape.

In the long term of course, they would enjoy the benefit. But let's put it this way, we took down Saddam Hussein in months in 2003, Iraq is still rebuilding now and would be regardless of ISIS.
