They are just focused on "Okay this is the pacing and this is where you need to look and thats the style we like" and then they ship them out. I dont even know if this is a Dusty thing since even like Tyler Breeze really struggled when he got called up (which is a shame because his VIP thing and his current gimmick I feel is great) Or even the more 'successful' crop. Owens looked great against Cena right away, yes. They pushed him hard from the get go and he seems like he can make anything work. But his counter part Sami Zayn is just in lala land.
