He can use scrolls and items for sure. I didn't find any spells but that might have just been bad luck, I don't see why they wouldn't be allowed under those same limitations Seems like he should be a very strong character with literally double the movement options on every turn, especially considering that only a few monsters attack diagonally. You can attack diagonally and all the different diagonal things work, like throwing knives/spears, rolling barrels, the effect of the wand weapon.
