This is the opposite of Obamacare, which foists the greatest costs (as a percentage of income) on the lower middle class/working class. Somewho who makes 250k a year should pay more than 6 times what someone who makes 40k a year makes. And that's not even progressive....realistically, a progressive plan would make it at least 10x.
