I went through Exhaust Organ to Bilewater but I am fairly certain it was mostly all locked off until I entered through Sinners Road.
anyway question. How do I get the 4th Pale Oil I have the reward for all fleas and the achievement. I read I need to get a quest from Bellheart but theres nothing there
