No. It's a bloated mess of a game, even by Kojima's standards. Complete mess of a plot aside, which utterly dominates the "playtime," there's really not that much to do when the game even lets you play. I mainly remember sneaking my way from point A to point B in a bunch of warzones that I'd never revisit or explore, going undetected while carrying a thousand pounds of weapons and gadgets that I never used because all I needed was my silent tranquilizer pistol. Some cool setpieces, but frankly I didn't find most of them to be all that, and cohesion is typically awful.
