The part at the end says "One incident will trigger an entirely new Scenario". Note that it is "Scenario" not "Scenarios". Singular. And one incident will trigger it. This very much sounds to me like a a single "what if" chapter/trial, not a whole new additional game that contains many chapters/trials.
