As long as it meets the listed system requirements, if your PC can run Windows 10 fine, it can run Windows 11 fine. The somewhat recent CPU requirement is due to a specific feature that older CPUs lack altogether; it isn't a matter of "well if you're just *slightly* under you might be okay, but you'll get better performance if you're over". And even then, many people have had success using workarounds to install it despite lacking that feature and it's worked okay (not that I'd recommend it, for the simple reason that if your CPU is old enough that it's not supported, it's time for a new one anyway).
