This is sad but being a vet is a business.

For years as a kid I wanted to be a veterinarian. I even took pre vet courses in college. Then I realized being a vet meant running a business. And making decisions such as Do I take care of this pet until the owner shows up and hope I get reimbursed?
Surely they can scan the chip and make a single phone call.

They clearly did that to send a bill. And euthanizing a dog costs money.

There was absolutely no monetary reason to instantly put the dog down without taking basic steps to identify it.
