They make them for everyone. The push is probably shareholder driven but seeing as they're seemingly only cleaning up trash shovelware, this is probably more for appearances than anything else. Steam is an incredibly safe merchant as far as payment processors are concerned. They just need something to show to the payment processors that they're diligent in complying with the rules.
