Not really. Not in this context. Like anyone can train to become a sorcerer like Dr. Strange. That doesn't mean that in universe, Dr. Strange has no super powers because anyone can do what he does with training and dedication. Restricting super powers to exclusivity of the individual is an extremely narrow definition and opens up stupid discussions like "Superman has no super powers because he needs a yellow sun to do his stuff."

In essence it doesn't matter that Iron Man can't use electricity powers without his suit because his suit is a part of his character.

Likewise, Captain America doesn't have electricity powers just because he picked up Thor's hammer that one time. It's just one story, not his character.
