I don't see why it wouldn't, though any online services would have to be run by the developers. Like, the official Phantasy Star Online servers have long since shut down for example. But the web browser at least should still work (modern sites probably look horrible though). I also don't know if there was ever a broadband adapter for it so you might actually need dial up... Edit: to clarify, there was no central online service like PSN or Xbox Live. Every game handled its online individually. And it came with a web browser CD just to look at the internet. ...
