Recall that before invading, Russia did not issue an ultimatum or any other offer to Ukraine to allow it to avoid war by making concessions to Russia. Before the war started, Russia was only interested in negotiating with the United States, and repeatedly asked for direct talks. Biden refused to do that (which was the right call I think).
