For example you could apply for an exclusion from the sec 301 tariffs and you would use a different sec 301 which excluded the additional duties if your request was approved by a trade representative. Exclusions are mostly gone now for sec 301 at least but could easily be brought back.

But there's other stuff like that and they can always add more exclusionary tariffs.

Fair enough. I'm mostly speaking from a point of where we are now, where it's very easy to assume the Trump administration wouldn't even assume to do such a thing, they'll just think they can use the media to spin it as a good thing like always.
