A conspiracy of this magnitude would have been ratted out by an anonymous tipster long before this. I mean, we're talking about conspiracies in 7 different states. This would require the coordinated participation of local bad actors with those working for Trump on a national level.
It falls into the exact same pit hole that the majority of modern government conspiracy theories do: too many participants, too much chatter. But mostly just way too many participants to keep things under wraps.
