I think you completely missed the point.... Los Angeles in that movie was completely independent of US law. It was an absolutely shitshow sure, but they didn't have to follow any orders made by the President. As for the other things, that's something that technically could be addressed at that time. I'm obviously joking about the entire thing, but I think you'll see a drop in population. Once the US starts losing a lot of people leaving for other countries, I would hope the Supreme Court or Military would step in.
