So for example, a much weaker guy would make a set that has 3 Dragon Balls which is easier to gather but less things you can do with your wishes. That being said, just having the Dragon Balls without some magic Namekian there would just turn them into pretty accessories just like Infinite Stones when taken out of their native world.
