I want that Pan is a demon that wishes to be a young boy having adventures, so he kidnaps children and forces them to be the Lost Boys. Once they turn 15, they are forced to leave and go to pirate town, where they are forced to become pirates.
Once every decade Pan have a big clash with the pirates, where he kills 90+% of them. If he is satisfied with the fight, he will leave their relatives alone, otherwise he kidnaps the young ones and slaughter everybody else.
Same if you dont follow his rules.
