Yes, it's probably the biggest recent censorship case in Europe, and the legal precedent could easily extend to every messaging platform.

It's obviously an attack on Russia though, especially if Russia has a backdoor to the app. It's unlikely since the app code is open source, but apparently not all chats are encrypted, unlike Signal and WhatsApp (which also uses Signal). Actually I'm just now reading that Telegram has its own encryption scheme... so it's actually very likely that Russia has a backdoor (and thus EU and US intel teams also have it).

Also remember that the vast majority of protests and rebel groups and terrorist groups around the world use Telegram for encrypted comms. So it's a really valuable network to control. I really don't get why those groups would use it instead of Signal though, which is proven effective.
