A character is introduced just so he can be Frodo's housesitter at his new place that he doesn't even plan to live at, entire chapters are dedicated to this revelation

Some action finally happens at Weathertop and it's over in literally half a page because we need more space to write about how the pony is starting to like them

But hey at least Tom Bombadil was there so the book could turn into a Disney movie for a few chapters and then nothing actually comes of his presence
