To most flag burners, the flag(s) that they hate is nothing more than a symbol of a nation's government and imperialism. But of course, the flag(s) of the countries that they like are the symbols of grassroots resistance. Because of course they are. That said, this surely does not represent every single flag-burning protester (e.g. the actual anarchists, who oppose the very notion of countries and government.
