The only way to do it is for people of that group to organize, or to have a Cold War situation where it looks bad for the whole society to continue treating people like trash. We don't have that, and the easiest solution for addressing the unhoused is either indifference or violence. TL:DR-No political price for harming them, high political cost for helping them, and often a high political gain for harming them as well.
