They didn't even give femshep an official face model until ME3, she definitely wasn't their focus Of course they didn't! Shepard is a customizable character. They gave you a generic male face on the cover so people could design their female shep however they want while also being like "Yeah, there's a male shep too." Fem shep is voiced by Jennifer Hale.
