In his first administration, yes. He's talked about how he was "too nice" and let people who weren't loyal sycophant's weigh in/stop him. He's promising to do the literal opposite of all of that if he gets in again and he won't be leaving if he wins again until he dies.Fat Donnie says lots of things.
