Cops really shouldn't be getting into high-speed car chases in modern times, it's highly dangerous and completely unnecessary with modern technology. Just follow the car with a drone until the driver stops and gets out, then arrest them. We just went through something like this in Canada, they pursued the driver when he went the wrong way on the highway to try to evade them, and they hit and killed 3 people.
Maybe.

But reckless driving is dangerous even if they're not being chased, and the blue lights cause many many such drivers to pull over. We'll never really know if enough people are saved because of reckless driver who got pulled over to offset the ones who died because of a chase, and I'm not convinced that's even the right way to analyze the question.

There's also the option of a hybrid approach where you attempt a pullover and if they run, you don't pursue (in the car) and dispatch said drones instead. Even in that case, you'd need to be able to catch up to the speeder to attempt the pullover.

But anyway, standard patrol cars are already plenty fast.
