Kind of. You stop gaining more Special stats at level 50 and after that it's all about your perk cards and legendary perks.

It's the legendary perks that take a while to max out. You unlock the first legendary perk slot at level 75 and the last one is unlocked at level 300. Without counting free perk cards from seasonal rewards, it takes until level 540 to max out the 6 legendary perks you choose. So level still makes a difference up until then. Because some of the legendary perks let you raise your special stats further. So a level 540 might have higher stats than a level 120 because of the legendary perks.
