It takes a bit of effort. Need a key card, fight some waves of enemies, make your way into the silo.

Add to that you get penalized for attacking another player or their camp unprovoked with a nice big bounty on your noggin that is conveniently telegraphed to other players with a large red banner on the map along with your player icon turning red while you can no longer see other players or their camps on the map until you either survive the bounty for a set period of time or you get murked, not to mention that the player whose camp got nuked can easily rebuild it with only a paltry sum of their materials as the cost, and you can see why it ultimately isnt worth it for most players unless they really just want to start some shit with another player.
